Permanent Resident Card Production DelaysMay 29, 2009 The USCIS announced in a press release that there may be up to an eight week delay in the delivery of permanent resident cards as the agency is in the process of upgrading its card production equipment. USCIS Field Offices will be issuing temporary evidence of permanent residence in the form of an I-551 stamp to applicants that are approved for permanent residency at the time of their interview. This stamp is given on an applicant's valid passport. If the applicant does not have a passport he should bring a passport style photo and government issued photo identification to receive temporary evidence of permanent residence. An applicant may also make an INFOPASS appointment to obtain the stamp at a local office.
