 
 
  
 
   
   
The U.S. Department of State's visa bulletin for February 2009 showed small advancements in most categories. The most significant advancements are in the 4th preference family category for India, which jumped from 11/1/1997 to 1/15/1999. The 4th preference is utilized by U.S. citizens sponsoring siblings and is generally very backlogged.
For employment based visas, the second preference (advanced degree holders) category moved for Chinese nationals from 7/8/2004 to 1/1/2005 and for Indian nationals from 7/1/2003 to 1/1/2004. The third preference (skilled workers and professionals) moved for China from 6/1/2002 to 10/1/2002 and for Mexican nationals from 11/15/2002 to 4/1/2003.
The visa bulletin is published by the U.S. State Department and summarizes the availability of immigrant numbers.
